Development & Funding

My expertise covers different development funding toolkits from the EU and UN. I'm involved with identifying and sharing good practices in rural development, regional development and sustainable development at inter-governmental levels.

I am a grant life cycle specialist in planning, design, launch, running, monitoring and evaluating, closure. This reflects over 20 years of rural and urban experience.

My career also includes a large amount of up-to-date work with 'revolving' finance (including microcredit) such as development loans, bank guarantees, and equity investments.

  • Appraising the economic, social and environmental benefits from rural regions' development strategies submitted by LEADER- Local Action Groups in Lithuania.

  • European funding help desk officer for pan-European private sector consultancy company advising on investment project planning, grant appraisal criteria, monitoring frameworks, partnership coordination, donor regulatory frameworks, evaluation techniques, programme and project absorption strategies.


  • EU Structural Fund advisor explaining grant management systems for Romania's first national ERDF Operational Programme.


  • Mapping and analysis of UNDP contributions to Lithuania’s national development achievements between 1991 and 2004.

  • Concept design for strategic UNDP grant funding scheme supporting NGOs in Lithuania designed to fill gaps in EU aid.


  • Rural Community Development Officer and LEADER Local Action Group grant manager at a government enterprise agency in the Loch Ness area of Scotland.

  • Co-founding Director of the Lithuanian NGO Visuomenes Pletros Centras (Centre for Development Society). 


  • NGO Board Member on the SHIRLIE Project providing supported employment places for adults with special needs.
